After the 2009 drought, Atlanta realized the need for a secondary source of water. Working with engineers and its construction team of PC Construction and H.J. Russell Joint Venture, Atlanta built a $320-million project consisting of a 2.4-billion-gallon raw water storage facility in an abandoned rock quarry that can provide drinking water to the city for up to 90 days. A 5-mile-long, 400-ft-deep, 12.5-ft-dia tunnel was constructed to feed water to a water treatment plant. Work occurred over four distinct sites using the construction management-at-risk delivery method. To keep the tunneling project on schedule, teams worked around the clock for 48 months. When the pandemic kept the German-based Andritz team from being on site to oversee installation of submersible pumps, the firm supervised the work virtually using a live video feed. Even before the project was completed, the system proved its worthiness in the summer of 2020 when the city called upon the team to provide water to avoid a citywide emergency after a major water line break.
